Public Consultation - Future Powers of The Trust

The current Trustees came together in December 2018 at a point when the Trust was on the brink of collapse because of a complex set of issues with regard to Charity law. And with previous Trustees (with the best intentions) having exceeded the powers of the Trust creating a legal impasse involving the Charity Commission and consequent issues to do with taxation and the financial solvency of the Trust. These actions involved the purchase, leasing and development of the playing fields and changing rooms.Often now referred to as the "Outside Lands".  Unfortunately these problems had been building up over more than ten years and were hard to unravel.

The Trust has spent many months in discussions involving Lawyers, The Charity Commission and more recently other bodies such as Powys County Council and Guilsfield Community Council. The Trustees themselves are drawn from the Community and the user groups of the Centre and the Outside Lands.

A way forward has been found to regularise the ownership and control of the property through a process with the Charity Commission. This requires a public consultation with all parties it might affect. These are all residents of Guilsfield Community, All the groups using the facilities, and All representative groups in the village - eg WI, Church, School etc We are now setting off to contact all these groups, probably through multiple routes. This will run from 14th January 2021 to 14th February 2021.  The Trustees appeal to all concerned to take part in the process to make sure we "get it right" for everyone.

A detailed written explanation of the proposals is found in this document entitled "Proposals to Regularise Ownership and Management of Assets of Guilsfield Community Centre Charitable Trust"

There is a Questions and Answers sheet to accompany this which may resolve issues that might come to your mind.

Also we have available a diagram that outlines the process here.

A Public meeting will be held on ZOOM on Monday 1st February 2021 at 8:00 pm so you can air your views (you need to request the meeting link from the Trust Secretary.)

Finally we have a Questionnaire here which we encourage you to use to express your views and support of the proposals, or otherwise. But we welcome all responses to the consultation by email or post to the Secretary. Consultation Ends 14th February 2021. Or Follow The big red button above for the On Line Response Form - It only takes 20 seconds

All of these documents are available on request from the secretary by email or by post.
